Most likely for Americans, as us dollar has been depreciating against sing dollar. With the pending raise of the debt limit, us dollar is poised for further weakening, hence making Singapore an expensive city :)
I think the rise in asian cities and the drop in American ones are as per what you've mentioned: the drop in the US dollar. USD/SGD just dropped to 1.19!
